PRHA Design Standards
Effective November 15, 2000
These standards address a broad range of exterior structure and site conditions. They do not replace or alter the original Covenants, but are intended to clarify and define expectations for the community. They are not intended to be all-inclusive, but rather, a guide by which a high quality community can be planned, designed, built and maintained.
- Maintenance
- Painting of House body, trim, siding, front door, garage doors or shutters must have prior ACC approval. Any siding alterations, replacement of doors, windows, or shutters must have ACC approval. Exceptions include touch up painting, repainting of any portion thereof, the preexisting color or replacing a damaged garage door with an identical door of the same model and color.
- Each lot shall at all times be kept in a clean and well-maintained condition. This determination shall be made in the sole discretion of the ACC and the Board of Directors. Lawn areas and shrubs must not grow over the curbing, driveway, or sidewalks. Grass should not exceed 4” in height. Islands and bed areas shall be kept free of weeds and grass, remain edged and be mulched annually at a minimum. Trees and bushes shall be pruned regularly and any dead plant material must be removed from the property.
- No structure shall be permitted to fall in disrepair. This determination shall be made in the sole discretion of the ACC and the Board of Directors. Each structure shall be kept in good condition and adequately painted or otherwise finished. In the event of damage or destruction to any structure or property, all necessary clean-up, repairs or reconstruction must be performed in a reasonably and timely basis, or no later than sixty (60) days after said damage occurs, and in accordance with the current approved plans and specifications. Should any new construction or reconstruction require a building permit, the homeowner is responsible for securing the permit.
- Landscaping
- Any addition or alteration to a lot which makes a noticeable change from the street, neighboring lot, or common property, or which might cause erosion, requires approval in advance, i.e. retaining walls, landscape timbers, railroad ties. Landscaping cannot obstruct vision of traffic.
- In order that the natural beauty of the home site be preserved, no living trees having a diameter of eight (8) or more, as measured two (2) feet from the natural grade, shall be destroyed or removed from the property unless approved by the ACC in connection with its approval of the plans and specifications for the construction improvements on the property. The only exceptions to this policy are pine trees, which can be removed at the discretion of the owner of the property.
- Trees and shrubs shall not be in locations that would immediately, or in the future, create a nuisance to an adjoining lot and/or sidewalks. These determinations shall be made in the sole discretion of the ACC and the Board of Directors.
- All dead trees must be removed in a reasonable and timely manner.
- Materials utilized for landscape edging shall not exceed 6” in height, and must be pre-approved by the ACC. Acceptable edging materials include metal, wood, brick, plastic and fieldstone.
- Frog ponds, flag poles, fountains, artificial plants, large rock gardens, or similar types of accessories and lawn furnishings are not permitted in the front of any home site without prior approval from the ACC.
- Vegetable gardens must be located behind the dwelling and maintained properly.
- Fences
- All fences must be approved by the ACC prior to beginning construction/installation.
- No chain link fences or cyclone fences may be placed on the property.
- General guidelines for fences:
- Maximum height is 6 feet.
- Must not be installed forward of the rear corner of the house
- The finished side of the fencing must face the neighboring properties.
- Painting or staining of fence must be pre-approved by the ACC.
- Homeowners are responsible for maintenance of fences.
- Recreational Equipment
- Recreational and playground equipment shall be placed or installed only behind the home as approved by the ACC. Basketball goals may be placed adjacent to the driveway, but shall be maintained and kept in good appearance with cotton or nylon netting. Tree houses or platforms of the like kind or nature shall not be constructed unless approved by the ACC.
- Any swimming pool to be constructed upon any home site shall be subject to approval by the ACC. The design must incorporate, at a minimum, the following:
- No pools are to above ground pools.
- The composition of the material must be thoroughly tested and accepted by the industry for such construction.
- Pools and hot tubs shall not be visible from the street in the front of the dwelling.
- Homeowners are responsible for all compliance with all ordinances and laws concerning construction, the discharge of chemicals, and operation of.
- All homeowners must obtain the required permits and additional insurance as required by law.
- Storage Buildings
- All storage buildings must be approved for design and placement by the ACC.
- Typical guidelines for structures are as follows:
- The structure must coordinate with the residence in color and material.
- The structure must have a shingle roof matching the residence.
- The structure must be set at least 10 feet from the property lines.
- Antenna, Satellite Dishes, Etc.
- The ACC should be notified of the location of any antenna, satellite dish, or other device used for transmission or reception of television signals or any other form of electromagnetic radiation must have the prior approval of the ACC.
- Every effort should be made to avoid the visibility of the dish/antenna from the street and/or the front of the house.
- The dish/antenna should be placed at the rear of the house. If no quality signal can be received from this location, it should be placed at the back side of the chimney. If no quality signal can be received from this location, it should be place on the side of house. If no quality signal can be received from this location, it should be placed on the rear room of the house.
- Garbage Cans and Other Unsightly Conditions
- Trash cans may be placed at the curb no earlier than dusk the night before scheduled pick-up and must be removed by dusk the day of pick-up.
- Trash cans should be stored out of sight. Any enclosures, fencing, planting, lattice or any other device installed on the property to comply with this provision must be approved by the ACC prior to installation.
- No unsightly conditions shall be visible from the front of residence, including, but not limited to, garbage cans, woodpiles, pine straw, mulch, recycling bins, etc.
- Commercial and Recreational Vehicles and Trailers
- No boats, recreational vehicles, trailers, campers or similar equipment may be stored on a permanent basis on any lot unless it is completely concealed from public view. They may be temporarily stored for 14 days maximum.
- Animals
- Cobb County Ordinance 10-11 states that all animals must be physically contained at all times (i.e. fence, chain, etc.)
- No agricultural animals may be kept on any lot and no animals may be kept unless they are household pets. Any structure for the care, housing or confinement of any animal must be approved by the ACC.
- Solid Waste
- No person shall dump debris, garbage or any other form of solid waste on any lot or Common Property. No person shall allow such items to accumulate or to remain on lot.
- Except during approved construction, no building or construction materials of any kinds shall be kept, stored or allowed to accumulate on any lot.
- Parking
- Adequate off-street parking is provided for each lot. No long term street parking.
- Exterior Lighting
- All outdoor lighting must be approved by the ACC unless it is for a special holiday occasion. Christmas lights shall not be installed before the Thanksgiving day weekend and should be removed by January 31st.
Invalidation of any one of these Design Standards by judgment, court order or otherwise, shall in no way affect the application of such provision to other circumstances or affect any other provision(s) of these Design Standards, each of which shall remain in full force and effect.
